There are many things that may be occurring but your problem
doesn't seem to have to do with your network.  If ipconfig
doesn't run then perhaps something has happened to the
laptop's operating system.  At least that's how it looks
with the information you've supplied.  It's impossible to
help you diagnose your situation without knowing more about
your network but since this is not really a tech support
forum let me just say that you can try doing a system
restore in XP to bring the laptop back to a state when
ipconfig was working.  As far as retrieving an IP address;
the only times I've seen a laptop with a properly
functioning installation of Windows XP with the proper
drivers etc, not be able to retrieve one the problem was one
of the following:

1- Problem with the cable

2- Problem with the NIC

3- Problem with the switch/hub/router.

In one case even an old switch running at 10 Mbps would not
communicate with any computer (except for a Dell laptop.
Figure that!) until the computer was throttled down to 10
Mbps explicitly.  The auto function of the cards did not
work.  None of the 10/100 switches and routers we added to
the connection would not automatically negotiate to 10 Mbps.
Still not sure why but client was unwilling to pay for an
investigation  . 4- Flaky
DHCP server.  In one case the DHCP server would issue an IP
to all computers except one and they were all Dells
purchased within weeks of each other.  Often this is a sign
that a router is on its way out.

my workgroup. Occasionally the Toshiba could see the HP in
My Network Places, but it couldn't access it. Then stuff
started to get weird. The HP laptop lost the ability to ping
it
 s own IP address (it would say that the ping attempt timed
out). As if that weren't bad enough, now the ipconfig
command does not work on the HP laptop! When I enter it, the
command prompt simply hangs. This is completely outside of
my networking experience. I've always relied on the ipconfig
command to let me know what's up with my network adapter,
but now it doesn't work.>>
