You'll need to give us a bit more information than that - firstly Outlook is not server software. Tell us about the organization, the server and what you need to achieve (for example what do you mean by "safely", how are the "Clients" accessing anything? Is this a Lab? A public access computer? Is your organization giving clients their own email addresses? Do the staff have email already? If so how? Etc etc.)
