There are a few CMS / Blog compare / contrast sites around. That being said you might want to play with Tiddlywiki on your desktop. It is very fun to play with... tiddlywiki.com

You might also want to check out the WAMP server project http://www.wampserver.com/en/

That should make it easier for you to install Apache - Mysql - and PHP5 on a Windows machine should your CMS / Blog require those servers
