Coming in a little late, but what role will this play in your overall backup strategy? That is, are they considering it as their primary (or only) backup mechanism, or only filling a disaster recovery role?
For a disaster recovery role: there are numerous companies offering free hosting to nonprofits, in one case almost 500 GB of storage space. I can imagine a solution where encrypted backup sets are automatically uploaded to a remote webhost on a regular basis. The amount of setup needed for such a "hand-rolled" solution would likely be minimal.
