I like to use GIMP, Gnu Image Minipulation Program.  It's free open source software. http://www.gimp.org/



While it may be most popular for Linux users, I use the Windows version on my Windows 2000 Laptop.  Other people I've spoken with have been pretty pleased with it under Mac OS as well.




It took a little while for me to get a sense of how best to use it.  I'm not a very visually oriented person, but as I learned it, I found a lot of neat things.
