Well, XML is certain a standard markup language, but that says nothing as to common tools, common or standard vocabulary(ies), etc.
This is a case where it is worth looking at what you can get with CiviCRM and then seeing how that works across the organization, and then listening to what other people are using for similar applications. The idea of a hosted application is increasingly popular, vs. having a database system that each office would need to install and maintain locally.
What makes CiviCRM attractive in this case? What pain points are you relieving?
