Hi Matt,
This is easily done with a SharePoint document library. Its OOTB (out
of the box) functionality. You can define all the metadata fields you
need... or use it straight out of the box .. It has built in indexing
(search), and can search on metadata and/or document content, including
PDF docs - full text.
Comes free with any windows server from 2003 forward - you may have to
download it tho. In early editions it was not including on the distros.
Customizable web interface .. pretty easy to use, with fast turnaround
Take a look at my post on how to build a Digital Asset Management (DAM)
system for photos. The tools are the same for documents. In fact, they
are better for documents -- more versatility in the interface for bulk
manipulation of the metadata. (with docs you can use an excel-like
interface or excel. With pictures, you cant.

Fair warning. It's on the longer side for a blog post.

Subject: (ISF) Document tracking software
Hello -
Does anyone have recommendations for document tracking software? We are
looking for something to help our HR director keep store, track, and
easily search resumes.
Thanks,
Matt Einson
