Duties:
Gather, define, evaluate and document business requirements in order to meet strategic goals and development efforts for web projects, e- publications and e-commerce enhancements.
Prototype, design and build graphic user interfaces (GUI's) for software development, web forms, and other applications.
Design, develop, and update relational databases as they pertain to Web applications.
Oversee and manage electronic distribution of e-publications, i.e. email automation utilities, e-publication distribution lists.
Implement and maintain web site and e-publication designs.
Estimate time for project milestones, track time, and meet tight deadlines while adhering to user requirements and quality standards.
Design, test, debug and implement dynamic Web sites containing with cross-browser and cross-operating system compatibility.
Perform troubleshooting, maintenance and regular updates to all web sites. Meet all deadlines for projects and updates to the web sites.
Maintain operational understanding of all new developments of relevant computer and Internet hardware and software.
Maintain departmental files, style guides, etc. and keep accurate records and notes for easy access and reference. Proactively share knowledge and experience.
Develop, implement, and adhere to regular Web site maintenance policies and procedures, including end user content change request management and posted update/maintenance schedules, to ensure accuracy and timeliness.

Preferred Qualifications:
Bachelor's Degree in a technology-related discipline.
Four years of full-time (or equivalent part-time) professional experience in website development/design.
Demonstrated experience building web sites from conception to production.
Strong object oriented design and programming skills.
High proficiency with ASP.NET, SQL, JavaScript, HTML, DHTML, XML, CSS.
Familiarity with setting up and administering IIS, SQL server and Windows Server for development.
UI design experience, e.g. page layout, graphical images, and image editing (e.g. Illustrator, PhotoShop, Dreamweaver, InDesign, Quark).
Experience with Windows 2000/2003.
Strong communication, facilitation, and negotiation skills.
Excellent written and oral communication skills.
Experience with website promotion a plus.
Ability to work in a fast-paced environment.
Ability to work as part of a team and to take initiative.
Strong organizational skills and an ability to manage multiple tasks.
Flexible and able to respond to change in the agency.
Knowledge of state procurement procedures, regulations, and guidelines preferred.

The Applications Systems Analyst/Programmer provides technical programming skills and development abilities for creation and maintenance of CTF web sites. This position requires the knowledge, abilities and skills to analyze, plan, develop, implement, coordinate and complete specific programming assignments. This would include experience designing and testing web sites, e-publications, web/e-commerce systems, database integration, documentation of systems and projects, and a willingness to share knowledge and experience.
This is a full time position, located at CTF in Boston.
