I have to say that the 2 things that I have seen GREAT
payback for are *good* automated, high capacity backup and
high quality UPS with good management software.  Couple that
with broadband access with a static IP and Windows Terminal
Services (which they should be able to get at nonprofit
pricing ) you've got the core of a very flexible system.

Something that we've done is to look at our cell phones as
a backup communication system, should our regular system
die.

Last, but not least, if they are going to, or are already
on, voice T1 keeping some POTS lines in operation is a good
idea.
