Hey, it's funny you should ask!

I agree with Gavin, this sounds like a grants management system, and we just happen to be publishing today, along with our partner Solpath, a gigantic report - "A Consumers Guide to Grants Management Systems."

This 89-page report provides a rundown of common features and overviews of eighteen systems used by grantmakers to track outgoing funds, as well as detailed reviews, prices, and a comparison chart of nine of the software packages most widely used by grantmakers. So that might come in handy. Register and download the free report on our partner Solpath's site, at

For your needs, you might take a look at Foundant or CyberGrants - both less expensive, web-based options in the $2-5K per year realm. Beyond these two, you might well be talking $15K-25K or up (as Gavin mentions, the prices aren't as friendly as one might hope). Nothing in your list sounded particularly unusual for a grants management system, but you might check to see if they're paying they same folks that are applying (the scholars), or if they're paying universities directly - if so, that's a more complex requirement and might rule out at least Foundant.
