You always risk browser incompatibilities when you use any
Microsoft application that allows you to "publish to
Web" or "save as HTML." Be it Word, Excel,
PowerPoint, Visio, Publisher--even FrontPage (although it's
supposedly better these days).
This is not just Microsoft bashing. No matter what Web
creator/editor you use, you should be be prepared to test
your pages in a variety of popular browsers.
So, yes, if you want to develop a professional Web presence
for your organization, you (or your Web manager) should be
using an application intended for the purpose. Dreamweaver
is one of the products that complies with Web standards
better than the MS products.
Whether you should buy/use Dreamweaver is another question.
When an
Executive Director is responsible for creating and
maintaining a Web
site there's probably a problem already that Dreamweaver
won't solve.
You've obviously spent a lot of time on the Web site at this
point. To learn Dreamweaver, or any other Web developer's
tool, will likely take you further and further from your
duties as the ED.
If you don't have access to someone with the necessary
skills, and can't afford to pay someone, your easiest way
out is to put "This site requires Internet
Explorer" on your home page. (Let the other 33% of Web
visitors grumble.)
Another option would be to (start from scratch and) use one
of content management options offered by GoDaddy, your Web
host: WebSite Tonight,

To recommend a more ideal choice would require a better
understanding of your organization, its resources, strategic
plan, and communications strategy. But I hope at least that
this is helpful.
