For a situation such as yours (where I know very few
details, other than the ED is working on the Web site), my
gut instinct is NOT to refer you to all of the fine tools
available out there for Web professionals. Dreamweaver is
cheap, NVU is free, etc., but they are still tools that
require an investment in training.
The benefits of the CMSs provided by many Web hosts (such as
GoDaddy), are that the are pre-installed on the Web server,
VERY simple to use, they look good, AND you can easily
delegate the task to someone else without having to install
or purchase software, and without paying for the services of
a Web professional.
