It's a Microsoft Knowledgebase article. It provides a
step-by-step procedure for addressing Mr. Moffatt's issue.
The Knowledgebase is easily searched at the MS Technet

There are beaucoup resources there.

Dear Colleagues, 

This local printing thing is fantastically frustrating at
times - not an example of Microsoft's best implementation.  

The suggestions made so far, including the Microsoft
Knowledgebase article are helpful, but please be advised
that this remote printing doesn't always work even when you
follow the directions to the letter.

HP 1100 and 1200 series printers tend not to work.

Parallel printers are the most reliable in my experience
(that is, if the computer that is connecting to the server
has a parallel printer attached). USB tends to me more
finicky.  

If you want to use direct IP printing (e.g. an HP Jetdirect
card), you have to set yourself up with a VPN.  The VPN will
(if configured right) give the local network of the
connecting computer IP addresses on the same network as the
server.  Then the server can be configured to print directly
to the IP printer on the connecting computer's local
network.

Does all of this seem ridiculously confusing?  Does it seem
like you really should be able to print with ease?  You can
do so by installing Citrix for umpteen bazillion dollars. 
All in all, the whole terminal services printing problem (as
well as file copying) is a mess!
