Missing piueces of the submission and participation process

The following components of any reasonable contract need to
be created and
integrated with the IETF's submission process. Also the
HOLD-HARMLESS module
also needs to be executed as part of the WG Signup Process
and probably once
a year again for the records:

    1 - Hold Harmless Agreement

    2 - Dispute Resolution Agreement

    3 - Severability clause for "unenforceable
sections" of the Contract

    4 - Statement of Compliance to Global and Specific Law,
Selection of Law
for the Agreement (participation and IP transfer)
