I'm afraid that I can't claim to have a useful opinion.

I can tell you that historically, certain implementations
never  
implemented MRAI at all, and another implementation did a
very  
simplistic implementation.  However, my involvement at the 

development level basically stopped in 1994, except for a
very brief  
stint in 2005.

It would be far more accurate if the current maintainers of 

implementations were to step up and describe the behavior of
their  
implementations currently.  Yes, I realize that there are
competitive  
pressures that work against this, so some may be
understandably  
reluctant.

You could also look at RFC4276, the BGP4 implementation
report, which
gives some details for four implementations.
