Ship Notice Email to wrong user IC 5.4

Hello,

IC 5.4, we have had a few instances of shipped notification
being 
sent to the wrong email address.
I found this in the archive for IC 5.0.0

I implemented the suggestion for /etc/ship_notice

change [scratch ship_notice_email] to [loop-data
transactions email] 
in the TO: at the top of the file.
The above fix should at least get the email to the correct
person.....

There must be some logic bug in the
UI/update_order_status.tag, but I 
have not had time to look at it.
