As I can see opentype locl substitution is not supported by
pango. Is it 
planned to implement? 

I think the simplest example would be substitution of
Cyrillic letter be 
(U+0431) by its Serbian variant (afii10064) which can be
found in the latest 
DejaVu fonts. It does not require knowledge of Arabic,
Persian, Urdu, etc.

Hi Andrey,

The locl feature is supported in the development version of
pango, since 1.17.0.
