Io installation .question???

ok...i've downloaded the latest version of Io on
http://www.iolangua ge.com/downloads /

but know i need some help again

do i need cygwin to install Io or something?.. .either if i need it or
not.. please tell me what do i have to do to have Io working
on winxp
