Aye, anything except #irssi on foonetic ( i think, possibly efnet ) and #irssi on freenode (where I idle) are all pretty much dead.
If you want to revamp the website the best thing you can do is start writing something, even if its just HTML pages. AFAIK, they want a perl based solution rather than ruby or php if you do something dynamic. Talk to coekie on #irssi freenode about it.

Hi
Is there any news on the website being updated?
I know the news is being continually updated, but the scripts page is 3
years out of date, the irc channel link doesn't work or say which
network, the scripts mailing list is dead (maybe this one too - not had
anything since I subbed a week ago), and there's no support forums.
Is there anything I can do to help? This is a great client and I'm doing
a lot of scripting for it, but finding the lack of support tools difficult.

The first thing to do to promote more IRC activity is probably to
centralise the channels -- if there just plain isn't enough activity to
warrant more than one channel, why waste space on other people's
servers? If we can get past possible egotism on the part of existing
channel ops (Hopefully not a problem), then I see no reason why we
can't have one active channel, rather than 10 dead ones. Might be an
idea to have a fund-raiser for our own ircd, maybe. Just pitching ideas
out there.
