reproduced step:
When using dtdriver to generate thumbnail, we should set
value for "StartTime" 
and "ProcessTimeUnit", and "StartTime"
can be any valid value in [0, duration], 
but when "StartTime" not equal 0 and
"ProcessTimeUnit" is a small value (such as 
1,2 etc), no thumbnail can be got form the dtdriver. If we
want to generate 
thumbnail, "ProcessTimeUnit" should be set to a
much larger value.

expected result:
when "ProcessTimeUnit" equal 1, and
"StartTime" is a valid value in [0, 
duration], we can generate thumbnail for supported format.
