Its now implemented in jack svn as well. Testing and
comments welcome.

I also started work on trying to expose
jack_get_microseconds() which i
believe should appear in the 1.0 API. Its rather difficult
to do, which
I found quite suprising.

In my jack-time.patch I exposed jack_get_time(), which just
called
jack_get_microseconds().
I think it is quite a reasonable name, because return type
is called
jack_time_t.
