Well there's certainly no point looking at the JBINSTALL
JIRA...

The only release date I see is 1.3.1.RC1 with a release data
of Dec 06 (!)

Actually I don't even see a 1.2.1.RC3 release at all in
JIRA.

Agree JBINSTALL is mess, will do the clean up.
As far as release date for 1.2.1.RC3 is concerned I am
putting it as 
10th August. JBM 1.4.GA will be released at end of the month
+ 4 days 
for Integration and testing + a week for QA
