NTP-sync Local Machines for Maven Deployments

An issue found by Heiko:

...is that improper time settings on the deploying machine
will affect 
the "most recent" snapshot deployed to the Maven2
repository.

Anyone doing Maven deployments from their local workstations
should 
check that their system clock is set regularly via NTP.
