Barbara, I put this in the category of "how high is
up?" 

In order to begin a sensible answer, one would have to have
an idea of:

      1.What is the budget ($80. or $800.?)

      2.To what use will the camera be put?

      3.What is the skill level of the recipient?

If the person is a novice, I would keep it simple. Get a 3.0
or 4.0 Mega Pixel camera, with no optical zoom. Digital zoom
is generally useless; but, they tout it as if it is hot
pizza. This will get you in effect a high tech
"Brownie," if you remember such things. 

Remind them to always, "Move in close," to fill
the frame. Use flash within 8 or 10 feet (see the
directions.) Indoor pictures, with or without flash, will
seldom turn out as the photographer wishes. The lighting
will be poor, and the camera will likely move, causing
blurring, unless they develop skill, use a tripod, or have a
camera that employs some version of "steady
cam," to lock the image without movement. 

They might have a lot of fun with a Kodak, or other camera,
for about $80. to $100., on sale in the Sunday brochures.
But, it is best if the person could actually hold, and
operate the camera. Individual preferences in ergonomics are
important. Also, there are trade-offs, e.g., size vs.
features, or price. 

Not easy to answer. Lots of shopping, on-line and in store
is the answer.
