Well I see you already tried Safe Mode, which would be the next step.
Because Safe Mode worked once, but now doesn't, that would suggest
that your installation of Windows is OK, but the computer can't use
it for some reason.
You may have one or more bad sections on the hard drive, and when the
computer tries to read them, it fails, but if this was the case, I
would expect it to hang up, not continue on to a DOS prompt.
At the DOS prompt that you get, is there any error message?
Otherwise, the next step is probably to re-install Windows. If you
have all the data backed up and don't need anything off the hard
drive, you can re-format the drive and install Windows new.
If you have stuff you don't want to lose, you can try re-installing
Windows right on top of itself (when you go to re-install it , it
will try to go to a new folder, something like Windows1, so you just
change it to go to the existing Windows folder). This will put a new
version of Windows on it, but should retain anything you have in the
Documents folder.
But if you're planning to use this computer on the Internet, you're
wasting your time with Windows 98 .... Microsoft is no longer
providing security fixes for it, and it will be just a matter of time
before the computer gets corrupted and is unusable again.
