I think you mean that you're using OE on your end to read the email
she sends to you, right?
To go back to your original message:

It sounds like your OE is displaying her forwarded messages as
attachments, rather than as the original message body.
There used to be an option in OE called "display attachments inline"
or something like that, which I don't see in the new version of OE.
You might try turning off HTML text ... I think OE uses HTML for the
extra formatting options that it offers ... turning it off may force
OE to display forwards "inline" (in the body of the message) as
opposed to "attached".
OE can also use other programs, like Microsoft Word, to display your
email. You might check that OE is using itself, rather than some
other program.
In OE, go to Tools, then Options, and on the bottom of the General
tab is a button to make OE the default message handler. Try doing
that.

I have Forwarded Attachments from and to Gmail, Inbox.com, Hotmail, Yahoo
mail, and the OE6 and Thunderbird clients on my computer.
The only time I found that an Attachment was received that had not been
specified by the sender as an Attachment, was when the AVG scan message was
Attached without an actual human request.
Also, I could find no setting on any of the programs that would cause
something forwarded to arrive as an Attachment, other than when it was Sent
as an Attachment.
My reading of incoming emails Forwarded as Attachments appears to indicate
that they were Forwarded as Attachments, multiple times. (Ugh!)
So, my conclusion, subject to change when someone finds contradictory
information, is: Forwarded Attachments arrive as specified by the Sender. But,
Forwarded emails that include one or more Attachments had the Attachments
already included, when sent. So, merely Forwarding an email with six Attachments
results in the arrival of six Attachments.
There ought to be a law, with capital punishment, for doing
this. Once a person has dug down to the disappointing message, it can often
be Forwarded simply as an embedded message.
