After installing Windows XP Service Pack 3, Internet Explorer (version
7) has become very slow to initially start (to open) – it takes
approximately 45 seconds. But after the first time I open and close
it, thereafter the opening time is reduced to less than four seconds.
However, I reboot, then the initial slow opening recurring. Any idea
what the problem is and this there a patch for this problem?

Well, the reason it is faster after you have opened and closed it is that it is partially running in the background. This is true of many programs, so that if you open a bunch, then close them, you will find that the computer responds as if it is working hard, because it is. Eventually, if all goes according to plan, they will reduce their usage of resources. You can do it manually with a program such as FreeRam XP pro.

The real problem is why IE takes so long to open. Apparently, there is some sort of conflict. If there are no other symptoms, and this is not a problem to you, then there you are. Firefox may be more pleasing, anyhow. Otherwise, you may want to Uninstall SP3, and re-install it, after looking over the information in the SP3 folder in our Links section.

Another possibility is to call MS, as this is a free tech support security issue.

Did this install automatically with Updates?

Thanks for your quick response Robert. Ever since installing Service
Pack 3 (SP3) for Windows XP, my computer has been slow in its initial
daily accessing of the various Windows programs that I frequently use,
so I uninstalled SP3 and found that my computer was still slow after
its removal. So, I reinstalled SP3 again and during the next 24
hours ran these programs hoping to restore my computer's program access
time – Registry Mechanic, WinPatrol, Windows Defender, Symantec's
WinDoctor and One Button Check, Ad-Aware, etc., plus deleted all of my
cookies and programmed WinPatrol to monitor all cookie activities from
now on. As of this time, my initial – once a day – is still slow; it
was much faster before I initially installed SP3 for the first time.
