Well, the reason it is faster after you have opened and
closed it is that it is partially running in the background. This is
true of many programs, so that if you open a bunch, then close them,
you will find that the computer responds as if it is working hard,
because it is. Eventually, if all goes according to plan, they will
reduce their usage of resources. You can do it manually with a program
such as FreeRam XP pro.
The real problem is why IE takes so long to open. Apparently, there is
some sort of conflict. If there are no other symptoms, and this is not
a problem to you, then there you are. Firefox may be more pleasing,
anyhow. Otherwise, you may want to Uninstall SP3, and re-install it,
after looking over the information in the SP3 folder in our Links
section.
Another possibility is to call MS, as this is a free tech support
security issue.
