Hi guys, I am not a technical person.  I am looking for a
KDE expert who could help me create a KDE theme for version
3.5.2 using kubuntu.  I am willing to pay for it...

The EBN machine regularly updates the KDE4 API docs
on a nightly basis.  We may change it to update twice
daily.
