for dolphin, fixes TODO: make a static method for opening the settings dialog

Hi,

I'd like to introduce myself on this mailing list with my
first small
patch, that should fix a TODO I  found in the dolphin source
code. The
patch applies to
kdebase/apps/dolphin/src/dolphinsettingsdialog.h
kdebase/apps/dolphin/src/dolphinsettingsdialog.cpp
and kdebase/apps/dolphin/src/dolphinmainwindow.cpp (where
the TODO was)

Because I haven't that much experience with KDE development,
I'd very
much like to get some feedback on this patch. I just adopted
the
DolphinSettings::instance() function, which I found below
in
DolphinMainWindow::init(), for the DolphinSettingsDialog.
