I don't really think so.  If every build failure were
reported on 
BugZilla, it would be so full that it would be useless.

This is not a build failure, but a crash.

Unless he's talking about KDE 4, the bug reports about
crashes should go 
into bugzilla.

By the way, "kpanel" is an application of the KDE
1.x era. It was replaced 
in KDE 2.0 with kicker.
