The only setting that I really would like to be able to
change is the global Javascript setting.
(i.e. turn Javascript on or off globally via a command or
menu button). Typically I would do this for
a website that requires Javascript but which I don't want to
add as a permanently enabled Javascript
site.

Take a look at how the addon does it.

The plugin does something different than "enable
globally".

For example, if you are on youtube, "enable
globally" loads the flash plugin 
correctly, enabling JavaScript through the html settings
menu does not.
