How to make an application available for other users?

I found this program (for kde2):

ry/qtrans-0.1.1.tar.gz

I have changed it so (with KDevelop), that it is running on
openSuSE 10.2 (kde 
3.5.5)
Is there a possibility to make it available for other
users?

I have only the possibility to send it at an e-mail address.
But which one 
should it be?

Hello. Thanks for the efforts =)
The usual way improvements propagate in the Free Software
world is:
you create a patch file and send it (just the patch, not the
whole
package) to the maintainer. He may then accept it and merge
it into
the source tree which will at some point in the future be
released as
the next version. (This is contrary to what some other guys
replied to
you already - they suggested a fork, and forking is often
considered a
Bad Thing in the Free Software community)
Now, who's the maintainer? Well, we can suppose he claims
copyright on
his files. So, he must've left copyright notices in the
sources.
And indeed, in the beginning of main.cpp we see...
merlimlibero.it.

Oh, and...
if the purpose of this app is to translate words, I wouldn't
bother
working on it: KDE4 (should be released in October) has a
nice
plasmoid for the same purpose already =)
