I think many people expect significant improvements in KDE4
look and
feel. I dont mean plasma or other base concepts of next KDE
generation, but simple graphic design of UI. If we'll look
some
mockups from kde-look.org (for example
http://www.kde-look.org/content/show.php/Kde4+
Mockup?content=28476)
that we'll see significant differences in the best party
unlike
standart KDE3 design. Whether development of such UI design
is
planned? Maybe not for 4.0 but for other 4.x release? I
would like to
participate in developing of such UI design, considering,
that I have
some experience in C++/Qt development.

Well , there are several things on that screenshot. First, the upper bar, menu etc - that's plasma, allright. And the application could be dolphin. Third there's the theme. What is most imporant for you - you can work on that... You can create the menu thing for plasma, or work on dolphin for the filebrowser app. And of course the theme could use help

kde-artists.org and kde-artist s kde.org">kde-artists kde.org and ask there. They must know about the style 
For new widgets, I think it's too late for adding new stuff for KDE 4 (we're almost in freeze), but those would normally be needed to prove themselves in apps first anyway. So if you have some cool ideas, find an application which could use the widget, and send a patch. As soon as several apps use the widget, bugs are found and shaken out, and the API has matured, it can be added to KDElibs (and in time, the Trolls might want to add it to Qt).
