Day-to-day development of the style engine, icon set
and overall visual appearance of KDE 4.0 happens in
the #oxygen channel on the Freenode IRC network. Co-
ders for the style engine were in short supply last
time I checked, so I suggest popping on and speaking
with boemann, mwoehlke and pinheiro.
