Normally for all tiles you would match 1 with 1, 2 with 2,
etc ...
except for seasons and flowers where a season would match
any other
season and a flower any other flower. The simple reason is
that in a
normal set you have 4 bamboo_1 .. but only one season_1, one
season_2
...
So yes it is strange that season_1 would not match another
season_1.
For the white dragon tile, in some tile sets it is indeed a
blank
tile. This is one of the 3 variants i know, but I find this
a bit
strange so i made a alternative tile set based on the
default one with
some modifications.
