Lost shutdown and restart button from user kde session

I am running kde 3.5.4 under kdm in Slackware 11.0
 
My problem is that I have lost:
 
the shutdown and restart buttons from the logoff dialog when a user logs off a session
and the switch user option from the menu
 
This has been lost for all users but not root.
 
The shutdown and restart options are present on the kdm screen so one can shutdown from there but the options are absent from the session logoff dialog.
 
In Control Centre/Session Manager/General offer shutdown options is checked and re-applying this has no effect.

kcontrol > Login Manager > Shutdown

You will have to use the Administrator button to do this, as
it requires root 
password.
