It is the c++ parser in a separate binary.  I think it's a
remnant from the 
development days of the parser... the only thing is I'm not
sure if it's used 
for PCS creation.  Others should know...

In my tests I used all three PCS importers : KDELibs, QT and
Custom  
Directory, and r++ was never called..
