KDevelop uses kate as editor which supports spell checking
of files.

You misunderstand the wish. The point is for the
spellchecker to only
run on the strings that are text, not the source code
itself. I guess
this could possibly be done in KDE4 if the
"regions" that are plain
text can be retrieved.
