Updateing CIA bot for kdevelop channel

Hi,

Matt mentioned that either Amilcar or Alex have setup rights
for the CIA
bot in the #kdevelop channel. Now that kdevplatform exists
and works I
think we should tell the bot to monitor that module as
well.

I've just checked... It doesn't seem like I can update the
CIA config
(I even can't figure out how to do that )
