KDebug Area for the platform

Hi,

What about splitting the range of 9000-10000 into 2 parts,
one for
KDevPLatform libraries (and plugins) and one for KDevelop
itself? For
easier porting I suggest to use 9000-9499 for KDevelop and
9500-9999 for
KDevPlatform.
