kadm headers

Hi,

I'm currently working on a administrative tool to manage
different
services a mit kdc amongst them and now wanted to know
whether there is
any specific reason for the kadmin headers not being
installed?

They depend on k5-int.h.  It would be good to isolate these
dependencies and try to get to a point where they could be
installed,
but MIT does not have the resources to do that right now.
