Hi,

sorry for asking what might be a ridiculous question. I searched the
English language tutorials and this forum, but did not find an answer.

I need to use an IC which only comes in a 12-pin TSOPJW package, which
is not one of the footprints available in cvpcb.

How can I create a new footprint? Is there an editor (equivalent to the
library editor for entering schematic symbols) for this task?

Lucky you...

KiCad have one of the simplest to use Library and Module editors I've seen.

You can find the information you need in the KiCad tutorial.

A simple footprint takes only a few minutes to create.
