"Titlebar Actions" -> "Title bar wheel
event" overrides the settings for "Window
Actions" -> "Inner Window, Titlebar &
Frame" -> "Modifier key + mouse wheel"

When the cursor is over the titlebar or frame, the
"Modifier key + mouse wheel" setting is not being
recognized as a distinct event from the (No modifier key) +
mouse wheel.

When the cursor is over the inner window, the "Modifier
key + mouse wheel" works as expected.
