  The person I'm dealing with has used hotmail since
 1998 and isn't interested in changing.  When he logged
 in, the confirmation email that he needed to respond to
 didn't get to him, and so I added him manually. He sent
 a test message to the list, which I got, and is archived,
 but he didn't receive anything yet via hotmail. None of
 my test posts to the list have gotten to him.  And he is
 also set to receive his own postings.

  We're setting up this list together for a church project,
 but he's suggesting using Yahoo Groups, and I'd rather
 not. I think the listserv system offers more, and for our
 project I'd rather have all the email routed through the
 relevant domain.

  Personally I think hotmail is flagging and/or rejecting
 email from domains that appear to send out bulk mail, and
 without bothering to learn why.

Ron,
Likely correct.  Your subscribers need to complain and keep
escelating
the complaints.

Hotmail/MSN also bounces confirmations from YahooGroups --
and possibly 
posts also, so that isn't a workable solution.

Hotmail is known to break mail delivery for their own
reasons. They had an upper limit for the number of messages
sent in a session. I had to set MAXBSMTP to 50 or less to
fit under that limit. Recently, they started using a
feedback loop and whitelist similar to AOL's.
