No matter what you call it, it is assault - if that is how
the mother 
perceives it.  Nurses are not allowed to assault patients,
this needs to be 
reported and corrected.

Several people have mentioned ways to report, if mom
doesn't want to 
herself.  If she has signed a release for the pix and it
doesn't include her 
face and it is OK with her, I would see that the pix goes
privately to the 
Maternal Child health supervisor.  The mother or specific
nurse does not 
have to be identified, just one that it is one of their
staff.  It is a 
general complaint and needs to be dealt with at a nursing
staff meeting or 
short inservice.   If nothing happens, then to hosp risk
management team.

Actually that mom has a very good case vs the nurse, but it
doesn't sound 
like she wants to pursue it.
That really doesn't help educate the staff either.  One of
those instances 
that makes a great opportunity for teaching!
