AC Adapter 'ticking' noise

I have a Toshiba Satellite 1900 series with a power issue. When I plug
the AC adapter into the computer it makes a ticking noise. This noise
can be traced and even felt right where the plug enters the computer.
The adapter itself is also making a noise altough it sounds more like
an electrical. I'm assuming this indicates a short in the system. I
switched adapters to a known working one and same issue. Where can I
start to further identify or fix the problem.
