Can go past page 1 of set up

On my DELL PP01L Latitude C600 Win 2K laptop, I cannot navigate past
page 1 of set up.

I hit F2 during start up, it takes me page 1 of set up, I modify some
values and want to navigate to page 2 via ALT-P per the on-screen
instructions and upon selecting ALT-P nothing happens - It stays on
page 1.

What is going on?

Try plugging in an external keyboard and using that only. (To make sure
the key strokes are being read from it, use it to get into setup by
pressing F2 first, then try Alt+P to see if the page changes. You may
just have a defective keyboard on the unit.)
