Pushing a page on wireless access

I would appreciate any suggestions for how to
"push" a webpage as a
click through for our WiFi users -- 

We have been asked to conduct a survey of our users for
approximately
six weeks and I was curious if anyone out there has done
this sort of
thing and what software might be available to make this
happen.  We have
Windows servers -- Cisco routers and Cisco ACS running for
the wireless
users.  Would this also be a way to help count the use of
our wireless
connection?  

Any input and ideas would be greatly appreciated.
