CSS and background color rendering in IE Vs. Firefox

I am seeking for enlightenment ...  I cannot get Firefox to
display the same
layout as in IE 7.0.

I have gone through W3C validator to check my CSS and my
HTML and even with
TIDY's help, the ribbon background color is still not
showing in Firefox.

A similar layout was done for our databases pages (

ttp://www.tol.lib.ca.us/databases/db_subjects.html)  and
the ribbon shows
up properly in IE and in Firefox.  I am terribly baffled and
would need some
straightening out.
