New ELKS snapshot release

Hi David,

I logged the output (and stderr) to a file but all I got was
this:

tar: This does not look like a tar archive
tar: Skipping to next header

tar: Error exit delayed from previous errors

I will try my Linux box this evening, perhaps this is a
Cygwin glitch....
